On October 19, the first lecture of the series of lectures on "Law and Economy in East Asia" by the Japan Research Center of Shanghai Jiaotong University was held in Conference Room 203 of Kaiyuan Law School. The lecture was co sponsored by the Japan Research Center of Shanghai Jiaotong University and the Overseas Students Association of Shanghai. Dr. Tanaka Xiu, Special Research Officer of the Japanese Institute of Comprehensive Financial Policy (China Research Exchange Advisor), was invited to be the keynote speaker of the lecture. The topic of the lecture was "Examining China's reform and opening up and future topics from the Japanese perspective - and discussing the possibility of Japan China economic cooperation". Ji Weidong, director of Japan Research Center of Shanghai Jiaotong University and chair professor of Kaiyuan Law School, presided over the lecture. Gu Feng, Deputy Secretary of the Party Committee of Shanghai Jiaotong University, and Kazuki Pianshan, Consul General of Japan in Shanghai delivered speeches. Zang Guangling, President of the Overseas Students' Association of Shanghai, Japan, Kouri Daoming, Director of the Shanghai Representative Office of the Japan Trade Promotion Agency, and Lv Shoujun, Professor of the School of International and Public Affairs of Shanghai Jiaotong University served as the reviewers. Ding Jian, Secretary of the Party Committee of the School of Foreign Languages of Shanghai Jiaotong University, Zhu Baohua, Professor of Antai School of Economics and Management, and many Qi, Professor of Kaiyuan School of Law, as well as Song Yefeng, a visiting researcher of Shanghai Jiaotong University, attended the lecture.

He pointed out that China and Japan are a strip of water, and have broad prospects for cooperation in economic construction. The experience and lessons of Japan's development are of great significance for China's reform and opening up. He hoped that the Japan Research Center of Shanghai Jiaotong University could continue to devote itself to the theoretical and practical research of China and Japan in economic, legal and other aspects, and actively promote cooperation and exchanges between the two countries in various fields.

Kazuki Katayama said that the first lecture of the series of lectures on "East Asia Law and Economy" of Shanghai Jiaotong University was held during the period of the fortieth anniversary of the conclusion of the Japan China Peace and Friendship Treaty and the fortieth anniversary of China's reform and opening up. It also coincided with the upcoming visit of Japanese Prime Minister Shinzo Abe to China next week. Therefore, the lecture is of great historical and practical significance. He reviewed his work experience with the keynote speaker, Dr. Tanaka Xiu, during his stay in the Japanese Embassy in China, praised Dr. Tanaka Xiu as "the first person in Japan's economic research on China", and highly valued the positive results of Dr. Tanaka Xiu's commitment to the economic system reform and policy research of Japan and China.

Combining the experience and lessons of Japan's political and economic system reform and diplomacy, Dr. Tanaka made policy recommendations on the process of China's reform and opening up and the subsequent development issues, focusing on income distribution, government debt management, financial risk prevention and control, social security system and state-owned enterprise reform, and discussed the prospects of China Japan economic cooperation. In terms of income distribution, by comparing the different strategies of China and Japan in narrowing the urban-rural income gap and the overall national income gap, he pointed out that the key to narrowing the income gap and achieving common prosperity in China is to innovate the income redistribution system through the combination of tax system, social security and policy finance (agriculture, small and medium-sized enterprises and housing). In terms of government debt management, he proposed that China should effectively control the scale of debt issuance, do a good job in tax growth motivation analysis, tax use planning, maintain the appropriate flexibility of financial plans, form a political consensus, and ensure the continuity of policies, so as to prevent the continued expansion of government debt. In terms of financial risk management and control, he suggested that China should pay close attention to the possible risks in the real estate market and the securities market, especially the real estate price, the willingness of national financial management, the financial supervision system and other factors, and carry out a comparative inspection one by one, in combination with Japan's experience and lessons from the bursting of the foam economy in the last century, so as to put forward countermeasures as soon as possible to prevent systemic financial risks. In terms of social security, he pointed out that a sound pension insurance and medical insurance system are closely related to the prediction of the country's economic growth rate and population growth rate, and it is necessary to actively promote scientific research, improve national sports and enhance health awareness. As for the reform of state-owned enterprises, Dr. Tanaka, based on the privatization cases of state-owned enterprises such as the Japanese state-owned railway, the Japanese telecommunications and telephone commune, the Japanese monopoly commune and road groups, and the Japanese Post, advocates that China needs to effectively promote the reform of state-owned enterprises, respect private property rights and intellectual property rights, and reduce the hostile attitude of the United States, Japan, the European Union, and Australia towards the "going global" of Chinese enterprises, It can also lay the institutional foundation for revitalizing and reviving the free trade order, and the urgent task is to form a China Japan South Korea free trade area as soon as possible.

After Dr. Tanaka's speech, Ji Weidong, Zang Guangling, Xiao Li Daoming and Lv Shoujun made comments respectively. Ji Weidong pointed out that Dr. Tanaka, taking finance as the starting point, connected tax, finance, social security, financial risks and state-owned enterprise reform, and clarified the broad prospects of China Japan economic cooperation in a rational technical analysis. Under the premise of the Sino US trade war and the impact on the international free trade order, China's "the Belt and Road" initiative and the "TPP-11" mechanism advocated by Japan overlap in content, which can become an opportunity to promote the free trade system of China, Japan and the ROK and even revive the global free trade order.

Zang Guangling first pointed out in the review that Dr. Tanaka Xiu's speech was pertinent in discussing many problems faced by China in the process of reform and opening up, and provided a fresh teaching material for the comparison of economic policies between China and Japan from both positive and negative aspects.

Kokuri Daoming mentioned that compared with Japan's economic development and Japan US trade frictions and disputes, the current situation faced by China is more complex and requires the Chinese authorities to deal with it prudently. At the same time, he expressed his wishes to the Japan Research Center of Shanghai Jiaotong University and hoped that the Center could actively promote in-depth exchanges between the Chinese and Japanese people, especially the younger generations of the two countries, through various activities.

Lv Shoujun pointed out that in the era of globalization, China's system reform, policy adjustment, transformation and upgrading of the economic structure and other contents will have many impacts on Japan, the United States and other countries. At this time, Japan's past experience and lessons are more important for China to deepen reform and opening up and improve the people's living standards. However, he also pointed out that the economic development of the two countries faces different actual situations, so we must be realistic and avoid copying.

Dr. Tanaka responded to the above comments one by one and actively interacted with the audience. During the interactive session, the audience raised the question whether the reform of China's state-owned railway enterprises would lead to the decline of railway quality after the reform because of the absence of competition from private enterprises, and whether the protection of intellectual property rights would hinder the pace of scientific and technological development to a certain extent. Dr. Tanaka Xiu said that during the privatization reform of state-owned railways in Japan, due to the competition from private railway enterprises, the quality of state-owned railways did not decline after the completion of privatization reform, while China's railway industry may face the problem of railway quality decline after privatization because it has been monopolized by state-owned enterprises. Therefore, if privatization is carried out, it is necessary to ensure the steady improvement of industrial efficiency to ensure the railway quality. As for the coordination between intellectual property protection and scientific and technological development, Dr. Tanaka Xiu said that while protecting intellectual property, attention should be paid to protecting enterprise innovation, especially the technological innovation of production workshops. Japan once said that "strong production workshops, weak company headquarters", which is enough to show that Japan attaches great importance to the technological development of production workshops. In addition, in the period of technological innovation, we need to pay attention not only to the technological development of large enterprises, but also to the technological development of small enterprises, which will become the driving force of scientific and technological progress.
